Role Purpose
|
|
To lead and oversee the Procurement Enablement Section by ensuring effective delivery of procurement systems, data management, reporting, governance, quality assurance, and sustainability functions, maintaining robust controls and audit readiness, and driving continuous improvement and digital enablement, in alignment with procurement processes, DoA, organizational objectives, and applicable regulatory requirements.

Key Responsibilities
|
|
1. Leadership, Oversight & Workstream Management
- Lead and oversee the Procurement Enablement Section, ensuring effective planning, prioritization, and delivery across the Data & Systems and Procurement Projects units
2. Procurement Enablement Oversight
- Oversee the effective operation of procurement systems, ensuring stability, data integrity, and alignment with business processes and governance requirements
- Ensure system configurations, access controls, and DoA implementation are accurate and audit-ready
- Oversee the development and maintenance of dashboards, reports, and KPI mechanisms, ensuring accuracy, consistency, and alignment with organizational objectives
- Oversee digital enablement and automation initiatives, ensuring alignment between system capabilities and business requirements
- Oversee quality assurance and compliance activities across Supply Management, ensuring procurement transactions and processes adhere to approved policies and governance frameworks
- Oversee the integration of sustainability and ESG requirements into procurement processes, supplier practices, and reporting frameworks
- Monitor implementation of sustainable procurement initiatives, performance metrics, and governance-related sustainability activities
3. Governance, Compliance & Controls
- Lead the development, implementation, and maintenance of procurement policies, procedures, and governance frameworks across Supply Management
- Ensure system configurations, process exceptions, and governance documents are reviewed, validated, and aligned with applicable regulatory requirements prior to issuance
- Oversee compliance monitoring activities including spot checks, process exception reviews, and conflict of interest management
- Ensure section-wide readiness for internal and external audits by overseeing documentation, responses, and coordination across both units
- Monitor audit observations, risks, and corrective actions, ensuring timely resolution and adherence to governance requirements
- Oversee the section risk register and functional plan, ensuring accuracy, completeness, and alignment with defined objectives
- Execute activities and directives assigned by the SMD Director, ensuring timely delivery and alignment with SMD strategy and internal initiatives
4. Performance, Reporting & Stakeholder Management
- Oversee tracking and reporting of section KPIs, unit performance metrics, and strategic initiatives, ensuring data accuracy and alignment with reporting requirements
- Review and validate performance reports submitted to internal and external stakeholders including the ED Office and DGE, ensuring accuracy and timeliness
- Manage relationships with internal and external stakeholders, ensuring effective coordination and alignment on systems, data, governance, quality, and sustainability matters
- Resolve escalated issues across both units and ensure timely response to stakeholder requirements
- Lead coordination with government entities and external parties on submissions, compliance requirements, and procurement-related engagements
5. Shared Activities
- Ensure effective cascading of the functional strategy into section business plans to ensure vertical alignment and horizontal integration with other interfacing sectional strategies
- Manage the effective achievement of assigned objectives through the leadership of the Section by setting of individual objectives, managing performance, developing and motivating staff to maximize performance
- Lead the talent development initiatives for the assigned section, collaborating with technical/discipline experts and thereby ensure the availability of talent to fit business requirements
- Act as a role model and drive adherence to organizational values and ethics by employees of the assigned section to foster a value driven culture within the organization
- Manage the preparation and recommend the section budget and monitor financial performance versus the budget while ensuring all sectional activities are conducted in line with the approved guidelines
- Manage and ensure effective implementation of functional policies, procedures and controls covering all areas of assigned section activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service
- Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction
- Enable a culture susceptible to change management by communicating the business case for change and benefits to staff so that employees are motivated to take a 'hands-on' and 'can-do' approach to DCT's new business challenges, participating in the development of new initiatives, meeting planned targets, and demonstrating preferred high-performance behaviors
- Ensure that all section reports are prepared timely and accurately and meet DCT requirements, policies and quality standards
- Identify, eliminate or control hazards in their operation through the conduct of regular safety inspections and job observations, ensure the application of appropriate risk control measures
- Assist with the preparation of risk assessments, where required
- Ensure that staff have the necessary knowledge to meet their responsibilities
- Ensure that OSH hazards and incidents are reported in accordance with established procedures
- Ensure that all new, modified, or relocated equipment/machinery is functionally tested by authorized personnel and complies with safety standard specifications prior use and maintain records of such tests, where required
- Ensure prescribed Personal Protective Equipment PPE is available to personnel for use, if required

Qualifications & Experience
|
|
- Bachelor's degree in Business Administration, Supply Chain, Information Systems, Engineering, or a related field
- certifications in procurement, governance, or project management are preferred (e.g., CIPS, PMP, PRINCE2, or equivalent)
- Relevant certifications in data analytics, quality assurance, digital transformation, or sustainability are an advantage
- Demonstrated experience across multiple disciplines including procurement governance, systems enablement, solution development, quality assurance, sustainability integration, and digital transformation, with a proven track record of leading complex, cross-functional initiatives in a public sector or regulated environment
- Exposure to audit management, policy development, stakeholder engagement, and advisory work at a senior leadership level is required

- Full professional proficiency in English (written and spoken)
- Arabic is an advantage
