2 Role Purpose
To lead and manage the organization's development and workforce planning functions by designing and implementing organizational structures, workforce strategies, and development frameworks that support long-term business objectives and enhance overall organizational effectiveness.
3 Key Responsibilities
Organization Development Planning:
- Develop and implement the Organizational Development (OD) strategy and related operational plans, ensuring alignment with the organization’s strategic objectives and business priorities.
- Lead and manage OD-related projects, ensuring they are executed in line with approved operational plans, timelines, and key performance indicators (KPIs).
- Direct the unit to foster effective engagements with DCT sectors / departments to identify organizational development needs.
- Design and implement Organization Development policies, procedures, processes and tools to be deployed
Strategic Workforce Planning:
- Direct and manage developing and implementing strategic workforce planning for DCT and its assets, aligning leading practices and utilizing various data sets related to workforce to ensure workforce projections are future-focused, reflect DCT’s required capabilities, and align to business priorities.
- Support collaborating with various sections / units in the business to ensure that various data sets are accurate and reliable for future predictions are accurate or with a higher probability of success.
- Analyze workforce data to develop recommendations for improving workforce efficiency and optimization, ensuring alignment with the organization’s strategic direction.
Organization Structure:
- Directly developing the operating model for DCT’s sector and assets, in partnership with the business, ensuring all activities are effectively reflected in the chart, and ensuring effectiveness and efficiency of any suggested proposals.
- Act as an internal advisor to DCT sectors / departments, ensuring the organization structure is aligned to the mandate, strategy and operating model, whilst considering opportunities for enhancing effectiveness and efficiency of the organization.
Shared Activity
People Management
- Manage the effective achievement of assigned objectives through the leadership of the Section by setting individual objectives, managing performance, developing and motivating staff to maximize performance.
- Lead the talent development initiatives for the assigned section, collaborating with technical/discipline experts and thereby ensure the availability of talent to fit business requirements.
- Act as a role model and drive adherence to organizational values and ethics by employees of the assigned section to foster a value driven culture within the organization.
Budgeting and Financial Planning
- Manage the preparation and recommend the section budget and monitor financial performance versus the budget while ensuring all sectional activities are conducted in line with the approved guidelines.
Policies, Systems, Processes & Procedures
- Manage and ensure effective implementation of functional policies, procedures and controls covering all areas of assigned section activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service.
- Update policies, procedures when required to ensure section’s efficiency and effectiveness
Continuous Improvement
- Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction.

5 Qualifications
- Bachelor’s degree (Master Preferred) in Human Resources Management, Organizational Psychology, Business Administration or any other degree within relevant industry.
- AIHR, SHRM, STA Professional certification in human resources is preferred.
6 Experience
- At least 8 to 10 years of experience in Organization Development with at least 3 years of experience in a managerial position (Consultancy Experience Preferred) or any other experience within a similar role or industry
