Role Purpose

To carry out MEP activities for the Project Management & Engineering sector of DCT’s capital projects operations related to various stages of master Planning, project management and reviewing tender documents to successfully manage, complete and handover multiple MEP projects undertaken as per DCT standards, policies and procedures.

Key Responsibilities

Design & Tender Management

  • Review and assess MEP, ELV, Security, and IT components in project briefs and tender documents (drawings, specifications, BoQs), identifying gaps and recommending enhancements to align with end-user requirements.
  • Develop and define clear MEP scope of work, employer requirements, and project data sheets for inclusion in tender and provisional sum packages.
  • Evaluate and approve prequalification submissions of MEP-related contractors and specialists to ensure technical suitability.
  • Lead the review and provide technical input on all design stages (concept, schematic, and detailed), ensuring compliance with project requirements and applicable codes (e.g., Abu Dhabi Civil Defense, DMT, TAQA, MCC, Estidama, Etisalat, Uniform Plumbing Code).

Project Execution & Coordination

  • Oversee the procurement, installation, and commissioning of all MEP systems, ensuring alignment with project objectives, technical standards, and stakeholder needs
  • Monitor contractor and consultant performance across MEP scope to ensure adherence to specifications, regulations, and contract deliverables
  • Coordinate closely with internal departments (e.g., IT, FM) and external stakeholders (e.g., PMC, consultants, authorities) to resolve technical issues and facilitate approvals
  • Track long-lead and critical MEP components that may impact key project milestones and implement mitigation plans as needed

Technical Compliance & Quality Assurance

  • Review and comment on MEP technical submittals, method statements, and test reports in coordination with the design and supervision teams
  • Ensure site inspections, testing, and commissioning activities are executed in compliance with design intent, authority requirements, and DCT's handover protocols
  • Lead the identification and resolution of non-compliant work and technical challenges, reporting risks and delays to the MEP Director and Project Director

Value Engineering & Cost Control

  • Contribute to value engineering exercises to optimize cost, constructability, safety, and functionality of MEP systems
  • Support the assessment of payment applications, variations, claims, and disputes from a technical standpoint, ensuring alignment with contract terms

Documentation & Handover

  • Oversee the preparation and submission of closing-out documentation, including as-built drawings, O&M manuals, warranty certificates, spare parts lists, and training records.
  • Coordinate the issuance, tracking, and closure of MEP-related snags and punch lists with consultants and supervision teams
  • Support the final handover process to the Facilities Management team and provide technical clarifications and assistance as required

Authority Coordination & Compliance

  • Liaise with local regulatory authorities to facilitate the timely acquisition of design and construction NOCs
  • Ensure ongoing compliance with relevant building codes, authority standards, and DCT’s project delivery procedures

Reporting & Stakeholder Engagement

  • Attend technical and progress meetings, contribute to reporting deliverables, and raise any technical or scheduling concerns in a timely manner
  • Provide expert input into periodic project reports and assist the MEP Director and Project Director in status updates and risk mitigation planning

  • Act as a role model and drive adherence to organizational values and ethics by reportees to foster a value driven culture within the organization.
  • Manage and ensure effective implementation of functional policies, procedures and controls covering all areas of assigned activities so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service
  • Lead the identification of opportunities for continuous improvement and sustainability of systems, processes and practices considering global standards, productivity improvement and cost reduction 
  • Ensure that all reports are prepared timely and accurately and meet DCT requirements, policies and quality standards
  • Comply with all relevant EHS guidelines, policies and procedures, by reporting incidents and hazards in a timely manner, and reduce consumption of natural resources to support protecting the environment and ensure a healthy and safe work environment.
  • Support the creation of culture susceptible to change management through a ‘hands-on’ and ‘can-do’ approach to DCT’s new business opportunities, participating in the development of new initiatives, meeting planned targets, and demonstrating preferred high-performance behaviours.

Qualifications

  • Bachelor’s degree (Master Preferred) in Mechanical or Electrical Engineering, or equivalent preferred

Experience

  • 7+ years of Experience in MEP mega project management preferably in Abu Dhabi or relevant role.
  • At least 5 years of experience in a managerial position

Skills

  • Language 
    • Full professional English proficiency both in speaking and writing 
    • Arabic bilingual desirable but not mandatory  
  • Expert in managing the design and execution of complex MEP systems, including advanced Audio-Visual installations in large-scale structures
  • Skilled in developing and managing MEP project plans, budgets, and cost estimates for mega-scale projects exceeding AED 2.5 billion
  • Extensive experience dealing with Abu Dhabi local authorities, securing design and construction NOCs, and ensuring compliance with the latest codes and standards
  • Proven ability to coordinate with TAQA/ADDC and Abu Dhabi Civil Defence to obtain temporary power connections (≥3 MW) for testing and commissioning
  • Extensive experience in MEP construction works, preferably under design-and-build contracts, with strong site execution capabilities
  • Advanced knowledge of BIM modeling and design tools, ensuring accurate and efficient project coordination and documentation
  • Proficient in using Aconex for managing internal and external communications, document control, and workflow tracking
  • Demonstrated leadership in managing multidisciplinary teams, aligning project goals with strategic objectives, and driving performance
  • Strong analytical skills to assess project risks, resolve technical challenges, and make informed decisions under pressure
  • Committed to maintaining high standards of ethics, transparency, and accountability in all aspects of project delivery
